Can you tell us what kind of Mac mini you have? Is it a PPC model (2 usbs ports on the back) or an Intel one (4 usb ports)?
The reason for the question is important - if it's the older PPC model, you likely only need to install Classic (which you should be able to do from the original install disks if you got those with the mini). If it's a used or new Intel mini, then Illustrator 10 won't install because they may well need OS9/Classic, which won't run on Intel hardware, even if only in order to install and then update them to OS X.
